〔即時新聞／綜合報導〕行政院22日發佈新聞稿，核定全面禁止台灣與北韓雙邊貿易，日前曾與北韓簽約處理低放射性核廢料的台電，今由發言人林德福表示，因未取得輸出許可，因此合約無效，也未曾支付過任何費用。
據《中央社》報導，繼各國加強對北韓的制裁後，行政院長賴清德本月22日核定全面禁止台灣與北韓雙邊貿易。
但過去曾為解決低放射性核廢料處理問題與北韓簽署運送計畫合約案的台電公司，今日則由發言人林德福出面受訪表示，台電於1997年與北韓簽定低放射性核廢料輸出進行最終處置，原定運送6萬桶，但因一直未能取得輸出許可，行政院原子能委員會因此不同意放行，這項計畫也因此告終。「由於雙方合約訂定內容就包含要有輸出許可條件，由於條件未能符合，所以合約無法生效。」林德福說。
林德福更指出，北韓後來曾於2004年至2005年間，向行政院公共工程委員會提出履約爭議調解。但台電認為北韓未在原合約存續期間依協商結論安排完成參訪，再加上合約逾期後，也沒有給付費用理由，因此調解不成立。
林德福也針對日前傳出北韓擬向台電求償新台幣3億元一事表示，目前未接獲北韓擬求償的正式文件，且合約未生效又超過合約效期，目前未針對此案賠償支付過任何一毛錢。
行政院22日宣布，繼各國加強對北韓制裁措施後，行政院長賴清德核定全面禁止台灣與北韓的雙邊貿易。
